Speaker: Joanna L. Seto, P.E., Environmental Health Program Administrator, Department of Health’s Environmental Management Division

Bio:  Joanna L. Seto, P.E., is the Environmental Health Program Administrator of the Department of Health’s Environmental Management Division who oversees the state’s Clean Air Branch, Clean Water Branch, Resource Conservation and Recovery Branch (formerly part of the Solid and Hazardous Waste Branch), Safe Drinking Water Branch, Surface Water Protection Branch, Sustainable Materials Management Branch (formerly part of the Solid and Hazardous Waste Branch), and Wastewater Branch. These programs develop and implement regulations for the Environmental Protection Agency pursuant to the Federal Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Safe Drinking Water Act and various Hawaii statutes and administrative rules. Joanna encourages collaboration and supports shared services among the environmental programs. She has more than 37 years of combined private and public engineering experience. She was past president of the Hawaii Section of the American Society of Civil Engineers and past Chair of the American Water Works Association Hawaii Section. Joanna graduated from 'lolani School and Washington University in St. Louis, Missouri where she earned a Bachelor of Science in Civil Engineering.
